Cameron outlines three-stage journey

David Cameron yesterday used the first day of his inaugural conference as Conservative leader to face down those who argue he must unveil a string of new policies to prove he is a politician of stature.

In the first of two speeches to conference this week, he insisted that, on the contrary, it would be “insubstantial” and “superficial” for him to announce a programme for government now.
