The White House reached a deal on Thursday with leading Democrats to move forward with George W. Bush’s trade agenda in a significant boost to his weakened presidency, according to officials.

Negotiators achieved a breakthrough after the administration acceded to Democrats’ demands for the inclusion of enforceable international labour standards in pending trade agreements. The agreement will have significant implications for US foreign and economic policy and give a lift to the Doha round of world trade talks.
