At a time when Europeans can often be heard lamenting the increasingly litigious culture apparently spreading from the US, it may come as a surprise to hear public authorities calling for more, not fewer, claims to be filed before the courts.

The European Commission has frequently expressed a desire to shed some of its workload by encouraging more private litigation in antitrust cases. Now the Commission has taken a first step in that direction.
