What has changed since the climbdown?

A lot of non-doms’ biggest fears have been put to rest. The single biggest issue, according to tax experts, was in the drafting of the planned legislation in a way that would have allowed retrospective application – in other words, allowing the Revenue to potentially go after past gains that would not have been taxed at the time.
