Ofcom and BBC clash on ‘switchover’ funds

Ed Richards, the chief executive of Ofcom, the media regulator, on Wednesday rejected claims that the BBC would not be able to afford to surrender part of its licence fee after the switchover to digital television broadcasting was completed in 2012.

He was answering questions about the heated debate over how to spend £130m a year allocated to the BBC by the Treasury to help elderly viewers or those on low income to convert their equipment from analogue to digital.
