Stock markets: Investors take cautious steps into the Gulf

International investors are circling Gulf stock markets after sharp recent falls made valuations attractive, but few have committed large sums to the region just yet.

Hedge funds have been the pioneers in markets such as Dubai and Kuwait, as they enjoy more freedom in choosing their investments. So far, emerging markets fund managers have been constrained because Gulf companies are largely excluded from the MSCI Emerging Markets index: many managers are not allowed to invest outside this universe.
