Before the summer Gordon Brown seemed to be in denial about Britain’s tattered public finances, refusing to admit “cuts” were on the way. But during his break in Scotland, the UK prime minister and his aides posed themselves an intriguing question: is the deficit so bad that it could be turned into a vote-winning strategy?
