Business groups say the government is poised to “gold-plate” European Union legislation after promising all agency workers the same pay and conditions as permanent staff.

The agency workers directive, which will become British law next year, aims to equalise the treatment of temporary staff once they have been in a workplace for more than 12 weeks.
