FOI Act changes 'likely to diminish scrutiny'

Plans to change the way the Freedom of Information Act works will "neuter it as an instrument of scrutiny", the Campaign for Freedom of Information said yesterday.

The campaign said that the government's proposals would penalise requests that broke new ground and "contribute to public debate over significant issues", and instead favour the routine requests.
