Belkis Miranda doesn’t need to switch off the lights when she goes to bed in her zinc shack in Los Mina, a poor neighbourhood of Santo Domingo.

At 1am the lights, television and refrigerator all turn off “automatically”, as they do mid-morning and in the afternoon. The lights also go out everywhere else in the barrio.
