Level of US opposition surprises EU

When President George W. Bush went to Brussels and advised Europe that it had to persuade the US Congress of the merits of lifting the China arms embargo, Europe underestimated the task in hand.

European diplomats across Washington say they and, more importantly, their governments at home have been taken aback by the pitch and obstinacy of congressional opposition to lifting the ban.
