Experts should decide big projects, says review

Decisions on big infrastructure projects should be taken out of the hands of politicians and passed toa national committee of experts, says the long-awaited Barker report on the planning system in England.

The report says politicians should draw up guidelines on large developments such as power stations, waste incinerators and ports that would make it easier to determine which projects were likely to prove acceptable and avoid the need for lengthy inquiries.
