EU’s divisive treaty put on hold

The fate of Europe’s moribund constitution was on Thursday night put on hold for another year of “analysis”, but many leaders gathered at a Brussels summit conceded that the treaty as it currently stands is dead.

Britain, France and the Netherlands led demands for the constitution to be given a new name and repackaged, concentrating on updating the fast-growing European Union’s outdated institutions.
