Power crisis overshadows S Africa budget

South Africa’s reputation for stable economic management will be severely tested on Wednesday, when Trevor Manuel, finance minister, presents a budget that will address a sudden deterioration in the outlook of Africa’s powerhouse economy.

As recently as October, the Treasury was forecasting fiscal surpluses and 4.8 per cent growth over the next two years, a creditable forecast for a country that was undergoing its biggest economic expansion since the 1970s.
