Private military companies that operate in war zones on behalf of the government will not require a formal British licence, the Foreign Office announced yesterday, in a move that drew anger from non-governmental organisations.
Instead, David Miliband, foreign secretary, has decided that about 30 British companies that do private military work for the UK in theatres such as Afghanistan and Iraq will only be required to abide by a code of conduct to be drawn up jointly by government and industry.
