Following is the text of a draft resolution circulated by France and other western states on August 11 to the 15 members of the United Nations Security Council. Subject to revision, a final draft might be submitted to a vote of the Council later this week. Adoption of the resolution would be binding on all UN member states. Russia, a veto-holding member of the 15-member body, has indicated the present terms are unacceptable.
