Tony Blair is to shake up his Downing Street team in an effort to strengthen his links with a restive parliamentary Labour party.

The prime minister is believed to have accepted that his reduced majority in the Commons will require a different approach if he is to push new legislation implementing Labour's manifesto through parliament.
