Bush gambles on immigration for legacy

There was a revealing moment in the White House recently when George W. Bush quibbled with a reporter over whether he had 18 or 19 months left in office.

“Who’s counting?” he asked, laughing. “I’m going to sprint to the finish. I’ve got a lot to do. And I’m going to work as hard as I can to get it done.”
