Brown in surprise defeat on Gurkhas’ rights

Gordon Brown on Wednesday suffered his first House of Commons defeat, as opposition party leaders exploited the prime minister’s waning authority to ambush the government over immigration restrictions on former Gurkhas.

Government whips were stunned by the surprise 21-vote defeat, which came in spite of last-minute concessions and personal pleas from Mr Brown.
