Brown draws battle lines to rally Labour

Gordon Brown's Budget marked the beginning of the general election campaign. In the Treasury and Downing Street, however, there was quiet confidence that it marked something akin to the end of the election campaign too.

Labour certainly has huge challenges in the run-up to the election expected next summer. It needs to convince the public that cash spent on public services is making a real improvement. And it faces a Conservative party that is far more disciplined than in the past.
