José Manuel Barroso, the incoming president of the European Commission, regained the upper hand yesterday in his fight with the European parliament to have Rocco Buttiglione, a senior Italian politician, as commissioner for justice and security.
Two days after a parliamentary committee voted against Mr Buttiglione's nomination, party leaders - reviewing confirmation hearings for new commissioners - failed to agree to ask for changes in Mr Barroso's line-up.
