Speaking into her microphone headset and using an electronic pointer on an illuminated model, Ryu Jin-mi explained leasing arrangements, corporate tax breaks, profitability and remittances to businessmen at an investment seminar I attended last week.

“In the next phase of development we will be focusing on light industries, semiconductors and bioengineering,” she says. “Later, three golf courses and a theme park will be built here in the tourism zone.”
