Is Argentina about to regain access to the international capital markets after a seven year absence?

That is certainly the hope of the country’s finance secretary Hernán Lorenzino, who was in New York on Thursday trying to finalise details of an offer to be put to a group of investors who rejected a restructuring of the country’s debt in 2005.
