EU regions grow in stature but nations dominate

Catalonia’s move towards becoming “a nation” confirms its status as one of the flag-bearers for a Europe in which power is slowly shifting to the regions.

Across the continent regional power is on the rise, from the devolved parliament in Scotland to the trend towards decentralisation in the former communist states of eastern Europe.
