Indian leader faces challenge of aiding poor

At the end of a first year in office that disappointed many, Manmohan Singh, India’s prime minister, said he would award his government six points out of 10.

Yesterday, ahead of the second anniversary of the Congress party’s unexpected return to power in 2004, the unassuming economist indulged in tentative self-congratulation. It would be fair to say his government’s performance had not “deteriorated”, he suggested.
