Chancellor needs to lift restraints on research

Gordon Brown can’t shut up about science. He mentioned it five times in last year’s pre-Budget speech. Then in the Budget in March, he published a 63-page document of plans for science, undertaking to finalise many decisions when he presents this year’s pre-Budget report.

Specifically, he promised announcements on the funding of university research and on medical trials.
