Few in the Middle East are likely to think of citizens of the oil-rich United Arab Emirates as an economically underprivileged minority.

Yet unemployment in this federation of monarchies is on the rise and in recent months the government has stepped up its campaign to find the tens of thousands of jobless young Emiratis work in the private sector.
