The European Union, US and Russia are to begin a last-ditch effort on Monday to get Serbia and Kosovar Albanians to reach a negotiated settlement over the status of Kosovo.

EU diplomats are certain that, barring a last-minute surprise, the three days of talks in Austria will fail, paving the way for a declaration of independence by Kosovo in the next few weeks.
