The business secretary admitted on Tuesday there was no guarantee the £20bn ($30.8bn) fiscal stimulus in the pre-Budget report would prove effective.

“Only time will tell whether the combination of fiscal and monetary measures and the recapitalisation of the banks will work,” Lord Mandelson told a London Chamber of Commerce and Industry event.
