President George W. Bush began an exquisitely choreographed four-day trip to Europe by praising European integration, chiding Russia and calling for more help in bringing stability to Iraq, writes Daniel Dombey. But for all the talk of a new dawn for US-European relations, the underlying rifts had not been healed by the time he flew home.
European countries have yet to commit themselves to significant new help for Iraq, despite Mr Bush's calls at summits with Nato and the European Union and at bilateral meetings with the leaders of France, Germany and Russia. Meanwhile the EU is pressing ahead with plans to lift its arms embargo on China, despite hectic US lobbying.
