The revelation that European commissioners blank out, CIA-style, the names of lobbyists when releasing records of meetings is the latest blow to their commitment to transparency.
Siim Kallas, the European Union's anti-fraud commissioner, has launched a campaign to open up what he calls the "black box" of Brussels. He has proposed a voluntary register of lobbyists but their actual number is unknown. His staff use the standard estimate of 15,000 practitioners.
