Parliament needs the final say on human rights

For my part I must own that I wish the country to be governed by law, but not by lawyers

Edmund Burke highlighted the tension between parliament and judges as to who makes the law. More than two centuries later this tension is once again visible, in the debate over the 1998 Human Rights Act, which brought the European Convention on Human Rights into British law.
