Pentagon appointment could lead to shift in policy

President George W. Bush on Wednesday picked Robert Gates, a former director of the Central Intelligence Agency, to replace Donald Rumsfeld as defence secretary in a move that could signal a policy shift at the Pentagon.

Mr Bush announced his decision the morning after the Congressional mid-term elections in which the Democrats scored a resounding victory at the hands of the Republicans, who were punished for their association with the Iraq war.
