For Günter Verheugen, German vice-president of the European Commission, the financial institutions of his home country have shown themselves to be “world champions in risky banking transactions”. To Neelie Kroes, his Dutch colleague who is Europe’s competition commissioner, Germany’s entire banking system is “obsolete”.
