Gordon Brown made a belated play for the moral high ground over MPs’ expenses as he promised a binding “code of conduct” for members of all major public institutions, including the House of Commons.

The code will be included in the imminent Constitutional Reform Bill to be published later in the year and will apply not only to MPs but also those in the House of Lords, BBC and NHS.
