Some Whitehall departments could be forced to relinquish large parts of their budgets in order to pool money for programmes such as obesity and climate change, Britain’s top civil servant has said.

Sir Gus O’Donnell, cabinet secretary, said the chancellor was considering plans radically to change spending allocations in Whitehall, establishing ring-fenced budgets for certain cross-departmental issues.
