Dubai's "lack of culture" is a standard expat complaint, the kind of mantra repeated as often as those clichés about the appalling summer weather and substandard driving.

Yet, over the past five years, the emirate has experienced a sea-change in attitudes towards the cultural sphere. As usual in business-oriented Dubai, these developments have been driven by the private sector; the government is now playing catch-up at a rapid rate.
