Call for aid cuts ‘puts Koizumi pledge in peril’

A plan by the finance ministry to enforce steady cuts to Japan’s overseas development budget could endanger international pledges made by Junichiro Koizumi, the prime minister, according to a senior foreign ministry official.

Last year Mr Koizumi pledged to double aid to Africa by 2008, prompting a sharp debate between the foreign and finance ministries on where that money would come from.
