The outcome of Akzo Nobel’s attempt to buy ICI remains in the balance but one consequence is already apparent: another episode of handwringing over the decline of British heavy industry.
ICI is already a shadow of the sprawling company that it was until the 1990s. The contraction of the group that put the imperial into chemicals has, to some, been an easy proxy for the perceived weaknesses of the UK as a base for manufacturing.
