Path back to Commons opens for Mandelson

Lord Mandelson, the unlikely darling of the Labour conference, is to be given a tantalising escape route back to the Commons after all, leaving open the remote possibility of his mounting a future leadership bid.

Jack Straw, justice secretary, has revealed he will not impose a five-year “quarantine period” for unelected life peers who want to switch to the Commons, as had been suggested by his office.
