Kazakhstan's president is considering ordering a snap parliamentary election next year, setting the stage for more pluralistic political debate.

Nur Otan (Fatherland), the party of President Nursultan Nazarbayev, won all the seats at a parliamentary poll last August that the opposition says was unfair.
