Scepticism and worry greet business measures

Last year’s pre-Budget report was regarded as disastrous by Britain’s business leaders, with higher taxes for entrepreneurs, staff in employee share schemes and foreigners working in the UK.

This year’s pre-Budget report appears to have avoided such unforced errors, and Alistair Darling has provided the sort of fiscal boost to the economy that business had been lobbying for.
