Palestinian leaders are facing mounting pressure from Israel not to pursue a much-debated plan that would result in a unilateral declaration of a Palestinian state in the borders of 1967.

The opening salvo was fired by Benjamin Netanyahu, the Israeli prime minister, who told a conference on Sunday night that “any unilateral attempt ... will unravel the existing agreements between us and could entail unilateral steps by Israel”.
