Bush warns Putin of dangers to democracy

US President George W. Bush on Wednesday delivered a rare public rebuke to President Vladimir Putin, warning that he risked undermining democracy in Russia by centralising power.

Mr Putin unveiled plans this week to abolish direct elections for the country's 89 regional governors, eliminate local candidates in parliamentary elections and strengthen the role of the security services. Western leaders have also questioned Russia's policy in the Caucasus following the Beslan siege.
