Economic reformer sees strength in Indian democracy

Manmohan Singh, the man regarded as the architect of the liberal economic reforms that unleashed India's remarkable economic recovery of the past decade, arrives in the Netherlands today for a summit with the European Union enjoying an outstanding international reputation.

His return to government - this time as prime minister - in May after the unexpected election victory of the Congress party, gives him a second chance to overhaul the creaking bureaucracy of the world's largest democracy.
