The financial crisis has handed bureaucrats an unprecedented opportunity to redesign the architecture of financial markets.

On Friday in Brussels at a day-long summit, European bureaucrats will get their first chance to test their ideas for how to change the over-the-counter derivatives markets, parts of which were blamed for exacerbating the crisis.
