Ed Balls, the new schools secretary, on Tuesday promised to accelerate the roll-out of city academies with an expanded role for public sector sponsors.

In his first statement to the Commons since being promoted to the cabinet last month, Mr Balls called for every university to become involved in the flagship education programme.
