Sarkozy sets out welfare reform plan

Nicolas Sarkozy has promised to overhaul France’s welfare state, ­arguing it is financially unsustainable, unfair and discouraged work.

In a wide-ranging speech on Tuesday on the sensitive theme of social policy, the French president floated a raft of ideas and set out a time­tables for reform of labour law, unemployment benefits and the pensions system.
