As President George W. Bush looks out tomorrow over the hundreds of thousands of people who will swarm the Mall and line Pennsylvania Avenue to celebrate his second inauguration, he can revel in the adulation. But the crowd before him will also represent a daunting mass of expectations.

"He is going to be a consequential president," says Bob Fannin, chairman of the Republican party in Arizona, who is in Washington this week for the 55th Inaugural.
