The European Space Agency should not have gone ahead with Britain's ill-fated Beagle 2 Mars lander because the project was underfunded and had an inadequate management structure, an official commission of inquiry reported yesterday.

Esa and the government initially refused to publish the full report on grounds of commercial confidentiality but changed their minds after the Commons science committee protested at "an affront to accountability".
